Nortel executives knew about their data breach for 10 years!

I read a story about Nortel, a now bankrupt but formerly very large telecommunications company, who was informed by an employee almost 10 years ago of a breach in their corporate network. What did they do? Nothing, executives prevented the employee from taking action. Now it is believed that Chinese hackers were responsible. Nortel was ahead of the curve, they actually knew they were compromised, but chose not to respond. Why is it that if everyone expects it to happen that doing nothing is still an option? My thought is simple; the inability to respond to a breach is a failure to plan for the eventual breach.
